Verizon Wireless is giving rebates to customers who were billed for internet access that they never intended.  The refunds of $2 to $6 will be paid to approximately 15 million customers.  The customers in question did not have data plans on their phones, but the internet usage was initiated by software on the phones.  The FCC is currently deciding whether to penalize Verizon on top of the committed refunds.
